It's possible it could be an excuse to monitor network traffic in an indirect way - getting private companies to do all the work in tracking internet use.

I'm pretty sure my company cannot log individual net use, as you can just bring in your work laptop, plugin a network cable (or use wireless) and start browsing. There is no authentication stage, or any way that I can see that an individual IP address can be tied to a physical user.
