I can't paste either through Control + V or the right click menu. The option is greyed out, though cut/copy aren't. This happened in the last 36 hours, and a system restore didn't help. Any suggestions? Thanks.

Into what? Paint, notepad, word?
But for all of that try the EDIT menu and see if CUT/PASTE work from there.
Also take a look at Programs>System>Administrative tools>Event viewer and check the System and application files for an error message or code.
Administrative tools might be in your basic Start list instead of the system list. If it's not in either then try Control Panel>Administrative tools

None of the above, nor the edit menu. Yes, I understand the admin. tools, I have shorcuts on my desktop.. I'll look into the logs. Thanks TBM.
4353, 4356 seem to be the corresponding errors. I dunno how to diagnose them further than that.

Sounds like a data loss prevention software at work. Any new security tool you've been checking out lately?

Something keeps killing my ctrl+c and ctrl+v, but never at the same time, and it seems completely random, but the Edit menu always works. Hmmm...

Right DDBL click on the error. It should give you a verbal readout of the cause. In most cases it will give you something like "failed to connect to ..." or "Time out waiting period for..." Or some such.
A simple Rclick and then Properties will open the same info window.
