I've heard the the system requirements have been lowered for the Directors Cut from what they were in the original and I was wandering if I would be able to run it since I was considering picking it up off of Steam during the sale.Here are my specs courtesy of DXDiag.
Operating System:Window 7 Home Premium 64-Bit
Processor:Intel Core 2 Duo @2.66 GHz
RAM:4GB
Video Card:ATI Radeon HD 3400 Series
As far as Soundcard,Direct X and Hard Drive I know I am good.

Yes. Assuming this isn't the case already, that chipset is now used onboard in things several years old.
An actual up to date-ish card and you're probably good to go.

I would upgrade my video card but if I ever get the money I plan on just building a new machine in general since my case is small form factor so that limits my upgrade possibilities.My computer is getting old since I got back 08 but its still going pretty strong.So I guessing that means the game would be unplayable on PC as is.I know max settings isn't an option but would the game even be playable without looking like complete crap on my PC?

I played it with 3 gigs/RAM, a 2 GHz dual-core, and a mid-range graphics card just fine. Stayed well over 40 fps.
