Try picking a fight with him, the usual intimidation & insults, if your lucky he'll get very pissed and want to fight you.

Well, if hes the Telvanni Councilor you might not want to unless you've completed the main quest, if you have, go right ahead :)

I think you mean Divath Fyr? Careful there, he's not actually a Telvanni councillor, but he is vital to the main quest....whatever you do, don't kill him until you've finished with the part he's involved in....you'll know when you get there. But after that, you can off him quite happily.
As for all his loot, if you talk to him you'll find out that he's happy for you to plunder his dungeons, as long as you don't mind going up against his guards. The stuff in the chests and shelves near him....you can take SOME of it without him minding at all, but other stuff causes him to attack you when you steal it, so just save first and see what happens.
