 I found an l_ll332 1337 (uber leet) mod that uses bloodmoon and tribunal (I don't have bloodmoon). The thing is, I've checked the readme and it says nothing about any bloodmoon interaction. So is there anyway I could change the mod so that it just doesn't need bloodmoon to run?

What mod is it? It probably uses scripting functions or models added by the expansions.

I’m glad you translated. So what then does “uber leet” mean?
Maybe. The best way to find out is to try it. Most modders who specify what resources are required to run their mod mean it. They do not like to needlessly assign dependencies on their mods since that makes them less playable. I don’t think that Bloodmoon added any functions that were not already provided by Tribunal, but there are all those werewolf game settings. If the mod you are salivating over (“leet” = “sweet”?) involves werewolves, then that may be the issue. If not, it is likely that the mod uses new textures (also meshes, icons and such) provided with Bloodmoon. It that is the case, you will see odd graphics (or perhaps yellow question marks littering the landscape). If it doesn’t depend on Bloodmoon for any of the reasons I mentioned then you may be able to run it without any problems. Of course, the alternative is to purchase and load Bloodmoon–there is no down side to that solution. Good luck with it.

Bloodmoon has some scripting functions and textures not found in Tribunal, so if it uses one of these, you're out of luck.
Having said that, if it doesn't use these, or uses functions found in Tribunal as well, you can open it in the Construction Set and re-save it. This will let you run it with just Tribunal. If you get errors when trying to re-save it, then it probably uses Bloodmoon items.
