This command isn't recognized, even if I add 'set' to the beginning of it with cheat mode enabled in the console as well as beginning the game with the -hax0r switch. I'm using Shifter, but it probably doesn't make a different.

Sorry, I misunderstood what you were asking, no-you cannot, to my knowledge change the difficulty mid-game for Deus Ex 1.
