If you're doing the quest to take out the "bad people" in Balmora...
[SPOILER]The best way is to get your speechcraft up and taunt them into attacking you first. This doesn't get reported and rewards you the best. You could also kill them, then run back to the guy at Fort Moonmoth who gave you the quest. He will clear your bounty. [/SPOILER]

This particular quest has made me reload an older save position. Rather "funny". No matter how often I taunt a character, but it always fails. So I attacked the "bad people" first. And ended committing about 5 murder crimes. So I perform Divine Intervention which puts me into Fort Moonmoth. And already two of the guards are on top of me and start slashing. No questions asked, no dialogs. I manage to run for the nearby door, report the "bloodbath" quest has been performed, and have my name cleared and reputation raised.
Upon exiting the fort I realise the guards are still attacking me. So I used the spell to teleport to Balmora. And think nothing of it. I raise my attributes, hack into a near-by daedra shrine, collect a lot of loot, return to Balmora, and then take a walk towards Caldera. Guess what, three guards run straight at me, killing me right there and then. I reloaded, used a guild guide from Balmora to Ald'ruhn, used Divine intervention, and - violà, at Fort Buckmoth I bite the dust under the blades of the guards.
At the time I didn't even know what was it that caused those guards to become hostile with me. I even suspected it was some item I was carrying from the tombs. Only later I have realised it must have been the Council Club incident...
So there is no explanation, no way to prevent them from attacking me that I am aware of (except for cheats, of course), and with the thought that next time I will use Divine Intervention with the last of my strength to run away from a jam in some tomb, only to be sliced and diced by a guard, is just a bit unnearving.
I like this game quite a lot, but the fact that sometimes your actions trigger side effects that are unexpected, they surface later, and there's little or no way to prevent them.
So, no matter what anyone say, I'm playing it straight, I am not attacking anyone first, and I will be saving a lot more than before.

Eh, I made one *frenzy humanoid 80%* stuff and with that, every person is happy to kill me if I want. Before that, it was a nightmare, I always failed. Not a single person wanted to hack me.

if you have the spells mark and recall, go place a mark in front of Varro (the quest giver) before you go kill them, then "recall" back to him. Saves the leg work dodging the guards. Or use a frenzy spell as others have suggested.

It makes sense, but the thing is, that in my case even after I've been to Varro, most of the guards that saw me attacked.

hmmm... when I did it the first time round they stopped once Varro had cleared my name.. maybe it's because you fought them? Because I ran rather than using the temple I managed to dodge the guards and didn't fight so maybe the crime they're attacking you for is fighting a guard rather than the Cammona Tong killings?
You could try going to the thieves guild bloke to pay off the price on your head?

Nope. No bounty on my head. No fighting back the guards.
Apparently, someone speculated that if you either exceed a certain bounty or the characters you kill have some connection with other characters, those other characters will be hostile to you.
Whatever... :rolleyes:
