What should the parts be called where you're e.g. climbing up the ice? It's not a quick time event, but it's not part of the game either. Slow time event?

There's a significant difference in my mind. While you
could kill the random civilians walking around the game world of GTA (and frequently did even if you didn't mean to because of bad driving and whatnot), you were never directly placed in a position where you
had to in order to advance the plot of the game (granted, I haven't played GTA4, but this has been my experience with GTA3, Vice City, and San Andreas).
