So tried to buy the house way back but didn't have the money. Returned later to buy it. The marker said the steward was in Castle Skingrad. But when I got in, my compass said he was outside and at one of teh Skingrad Gates. But as I approached it, the counter turned green and said he was around the Skingrad Bridge. But he's not there, either. He's just flat-out dissapeared. How can I find him? Is this part of some quest? What happened? I WANT MY MANOR!

He's an orc, as you probably already know. He can be found in the Castle throneroom/foyer place. Just rest for an hour or two at a time and he should eventually appear. For me, he's almost always found hanging out there.

He probably fell through the bridge and died. That happens sometimes, your only hope is resurrecting him via a console command or reloading prior to his death.

Sometimes he walks down to the local pub, I think it's the West Weald Inn. I don't know the times at which he leaves the castle, however.

Reloading to beforet his happened is not an option. and no, he never appears in the courtroom or the city, so yeah, will have to res - any idea how to do this?

I've had (what I assume to be) the same problem with Suurotan (sp?) in Bruma. Nowhere to be found for several game days now, and Novaroma is always locked. I picked the lock and went inside once. His wife was there, but no sign of the proprietor, so no more furniture for my Bruma house. :(
In a way, I thought it was kind of neat that the shop stays shut when the owner dies. I imagined that he'd taken a walk through the woods and been mauled by a bear or something, but maybe he's just stuck in the scenery somewhere around Bruma.

Well, I just met this same bug in the xbox360 version.
The quest pointer jumps back and forth and makes me run between the town and castle gates, indefinitely. They have invented a perpetual motion machine.
The orc is nowhere to be seen. I remember seeing him early in the game, but after 85 hours of gameplay I will not start over.
The bug is, fortunately, academic so far since I don't have the required 25000 to buy the house anyway, but it bugs me since there are no console resurrections in my console...

They really should have console commands in teh console versions...but I guess with no keyboard it's hard to do - still, they could have that virtual keyboard they use to type in character names and such.

I play on the console version and also had trouble finding the Orc in Skingard who controlled the deeds to new houses. After a long and frustrating search I found him crumpled in the crease between one of the pillars and the steep side of the hill. The hill was too steep to get to him from the bottom--I had to go around to the top and come down. If you search his corpse you can get a key to Skingard castle, which gives you access to the wine cellar (many 399 and 415 vintages) and the rooms where the stewards sleep (you can then pickpocket the key to the most restricted room).
