Hi all. :)
It's been awhile since I've visited these forums, though I still see a few names that may remember me. ;) I hope everyone is doing well.
Anyway, I recently got the Morrowind bug again and reinstalled it, along with Tribunal and Bloodmoon. It had been a long time, and I'd forgotten how totally addictive this game is. ;)
The first time I played through Morrowind, I didn't use any plug-ins. I wanted to play the game in its "pristine" state, although once I finished the main quest amd Tribunal (before Bloodmoon even came out) I had downloaded the "Good Place to Stay" house in Balmora, but that was the extent of my mods.
This time around, I decided to check out some of the mods, though I'm not using any cheat type ones.. just ones to enhance the gameplay (like Rhedds Heads. I can't believe I didn't install this one first time around!), but I've tried quite alot, adding and removing when I don't like them, etc.
I've come to find out that I'm glad I didn't use mods the first time around, because it seems my game is now bugged beyond belief. Not unplayable bugged, but annoying sometimes and amusing others.
For example, I have completed the main quest now. Every NPC recognizes the fact that I am the Nerevarine and that I defeated Dagoth Ur. They praise the fact that the Ash and Blight storms are gone... except they're not. I still get Ash and Blight storms now and then as usual. Red Mountain is still constantly a Blight storm, even though the Ghostfence is down.
Another example, I was recently doing some Imperial Legion quests - I decided to make an attempt to get to the top of every single faction I could - and I was in Ebonheart talking to the Imperial Dragon guy. While I was there, I decided to see if Duke Vedam Dren had anything new and exciting to say. I clicked on "Orvas Dren" (who I had previously killed in order to become Hlaalu Hortator) and he replied with something like (I can't remember exactly) "If my brother agreed to make you Hortator, he must have had faith in you. I therefore name you Grandmaster." And I was confused... did Duke Vedam Dren just make me GRandmaster of House Hlaalu out of the blue? Because that seems impossible.. since I was already Archmagister of House Telvanni.
However, it seemed that the Duke's dialogue had simply inducted me in House Hlaalu (simulaneously with Telvanni! :eek: ) and now I started doing all the Hlaalu quests again. It was pretty quick to get to the top... except I couldn't get to the top, since when it became time to build my stronghold, the Duke refused to give me a second construction contract. :(
The third buggy and amazingly amusing thing that's been happening is that there is an Imperial Guard at almost every fort who attacks me whenever I turn up. I assume it's a specific character ID for that NPC, who is duplicated at each fort, who has decided for some reason that he wants to kill me. Usually I just paralyze him and get on with my business, or else I kill him, and he respawns eventually. But it's just strange, because I've never attacked an Imperial Guard, and I don't have a bounty... they guy just wants to kill me.
Anyway, the reason for this long drawn-out post... is my game hopeless? I've been lucky so far - I haven't encountered any bugs that have prevented me from completing any quests or anything, but if I did, is it a good bet that I could use the console to get around any problems? It seems there's a console command for just about anything. And speaking of which, is there a console command to turn off the blight storms? Since technically I shouldn't be having them anymore anyway? ;)

Do you have to be a Dunmer to become the Nevarine?
Also what good mods that have no adverse effects or cheating abilities are there to use (which are also compatible with the LGNPC mod)?

Ok, Ash storms and Blight storms are actually different. When you finish the main quest, there are still Ash storms (Because it's a volcano), but the blight is gone. (Blight storms were spreading the Blight). I don't think that's a bug. (Unless they say Ash storms have stopped and not just blight ones.)
The Hlaalu thing is a known bug, and it just wasn't fixed.
Not sure about that last one. Perhaps you can bring up the console, click on the NPC (So the console header becomes their ID) and enter "SetFight 0" without the quotes. You can also try "StopCombat" as well.

Hmm, I thought I recalled when I played last time that all the storms stopped completely once you finished the main quest. The NPCs all talk about the "clear skies over Red Mountain". The storms that continue are red... the blight storms are red, and the ash ones are grey, yeah? It's entirely possible that I'm misremembering though. In fact, it's entirely likely. ;)
As far as the Hlaalu thing, I didn't realize that was a known bug - my last time through, I chose House Hlaalu from the start, so I didn't experience the bug at all.
I don't really mind the buggy Imperial Guard at this point. I'm powerful enough that he doesn't hurt me at all, and a 30 second paralyze keeps him out of my hair long enough to do whatever I need to do at the forts. ;) And killing him never affects my reputation or gives me a bounty, since he always attacks me first. Still, if it gets to be an annoyance, I'll try the console.

You could drag the offending guard away somewhere and lock him in a room if he continues to bother you :D I have a crazy librarian in the bottom of my stronghold that guards all my books from intruders - me included. She's the result of a quest I don't think I was supposed to be able to get. I rescued her from a prison and she thanked me, followed me for a few steps and then went hostile forever. I managed to get her back to my fort and locked her in the basement.

The other possibility is that you teleported out of Red Mountain after beating Dagoth Ur. If you do that, you don't get the cut scene and the Ghostgate doesn't shut down, etc etc. Perhaps that's what's happened.

EDIT: Striker posted before I did, that could be why, I was wondering why it wouldn't change the weather because it is right in there in the end script so I was thinking, maybe the endscript didn't run but that would have stopped you leaving. But anyway if it ran or not then the below advice should help and I don't think you need anything else in the end script.
You'd be right in assuming the console can solve all your problems. It is a marvalous thing. Once you've finished the game it is supposed to be cloudly 50% of the time and clear the rest in the red mountain region, still have ash storms in other regions though.
Try typing:
ModRegion "Red Mountain Region" 50 50 0 0 0 0 0 0
Into the console, it is the exact script which changes the weather at the end of the game, there is also this script after it, but I don't know what it does, so you can try it if the previous one doesn't work.
ChangeWeather "Red Mountain Region" 0
Also for gaurd, since you said it is a specific one which is at every fort, perhaps it is added by a mod because I don't think there is one like that at every fort, I think guard captains are at alot though. But click on the character when you are in console and take a note of the ID which it shows, if get that ID (without all the random numbers at the end) and type:
"ID"->set fight 30
"ID"->stopcombat player
Then it should stop them all attacking and restore them all to normal, if that doesn't work try set fight 0 instead but I'm pretty sure 30 will do.

It's funny you mention this, because I very nearly did teleport out after defeating Dagoth Ur, but then something made me decide to exit the cavern... so I *did* get the final cutscene. I did teleport from that cavern afterwards though.
I will try that console command to see if that ends the storms. After I get home from work. :)

It *is* in fact a Guard Captain, rather than a regular Guard, that keeps attacking me.

I have a teleporting mod which allows me to bring companions along with me. Combined with a high level "Command Humanoid" spell, I need only to make it last several seconds. Then I can cast it on the guard, teleport to the dungeon of my own Wizard's Tower, teleport out again once the command spell wears off.
Voila. Instant prisoner. And a violent one, too.
... I should make a Fortress of Solitude-like collection of baddies and beasties, eh?
Sorry I couldn't help you out much, Hanse. School's a real pain. Plus, scripting isn't really my area of expertise, unfortunately.

I just wanted to post again to thank everyone for their advice and comments. Pisces, the commands for neutralizing the guard worked perfectly, thank you for that... though I was quite intrigued about the thought of training him to somewhere I could lock him up for fun, as MONB and RyushiBlade suggested. ;)
I'm still not sure about the weather, I *think* the command worked the next time I was at Ghostgate and it was storming... it did dwindle down to cloudy after typing in the command to change the weather, and it doesn't appear to have started again, though I haven't spent much time in that region since then. There are still storms in other areas, but if there are meant to be (as Striker and Pisces pointed out) which I've forgotten about, I guess that's normal.
I notice this got moved to the spoilers forum. My apologies for not even thinking about the fact that my posts had blatant spoilers in it, it didn't even occur to me to think that there those out there who haven't played this game yet!
