Is this happening on Liberty Island by any chance?
I am not sure, but I seem to remember that the game was buggy if you started a new game right after dying on Liberty Island. I think the pistol thingie was one of the problems.
You can circumvent this by starting the tutorial (you don't have to complete the tutorial, loading it for a short time is enough) between dying and restarting a new game.

I noticed that--I've got two pistols as well. Odd. Guess I'll give that a shot.

Yes it started on Liberty Island, but I had started with the tutorial. Thank goodness it's working now, though. I actually finished the level and am off and running (or sneaking).
