What is it? It came from someone in the pub in Seyda Neen, without instructions of any kind. It cannot be equipped. There is no journal entry. What am I supposed to do with it?
(I recently started two new characters, to play the quests I cannot complete with the others, so I was back in Seyda Neen)

I'm doing some rooting, but I can't find any such package in the Editor. I know one of the modmakers/characters from The Modern Adventurer is called B-he's the High Elf in the MA offices-could it be something from that mod? If so, you could try taking the package to him.
