I am trying to solve the Unfrendly Competition in the Imperial City, but it looks like I'm stuck. I've managed to follow Thoronir around until he stops in a small garden in the Market District, and there he stands facing Agarmir near the hollow stump. At this point, I (
http://www.uesp.net/w/index.php?title=Oblivion:Unfriendly_Competition) should hear their conversation, triggering a journal update to follow Agarmir, but no matter how I try to sneak when approaching the place, nothing happens. Of course, breaking into Agarmir's house later reveals on evidence I could use to push along the quest.
Am I doing something wrong? Is there some place where I should sneak in some particular way? Or is it because I randomly came accross Agarmir earlier, and asked him about Thoronir?

Yeah, for people who have played Thief, this is pretty pathetic. I was doing my best all through following Thoronir to stay hidden, and then trying to observe their conversation from afar. After waiting about 5 minutes, I decided to just walk straight up to them... and then they start talking. :erg:
Just shows, really - for stealth, Thief is still king. But at least Oblivion is an improvement on Morrowind.
Regarding the quest though, i'm still waiting for Agarmir to leave his house - seems to be there all the time. He needs to get out more, really. :p

I slept until the middle of the day and then went back to his house, and he wasn't there then.

I think I did just that at some point, actually looking both of them up close, noticing the empty hollowed stump... and nothing happened.
This time I outran Thoronir and stood on the stump, so that both of them were looking at me. But as nothing else happened, I walked away towards the garden, and, what do you know, the conversation got triggered...
Ah well, I suppose it isn't easy to make these quest points :)

I waited for him for as many hours as it took for the time to become 4pm, and then I waited another hour, and he appeared outside and walked away.

go talk to them when they are gathered. they will say like, get out of here, or something... then they talk and the HUD disappears and you cant move. then you get a journal entry...i guess
