You get into the locksmith's via the secret passage in the city watch station. The lever is outside the last cell. To get into the watch station, you need to follow the instructions in the crumpled note in Shiela's apartment.

Here's the first part:
Go to Sheila's office in the south-east corner of the museum, at the top of the stairs. Turn off the overhead light and light the lamp (you need to find the lamp oil if you don't have it already). The guy in the watch station will unlock the door for you.
If you've already gotten that far and need more help:
There's a hidden switch on the back side of the arch just outside the last cell in the watch station.

Thankyou both, I now have the skeleton key. Incidentally, I had to head to the cellar in the bar to get the lamp oil.
Edit: Never mind. On to the recipie now.

It took about 20 plays for me to get it! Eshaktaar's post up the page a bit: There's a folder in your Thief 2 directory called BT_TonePuzzle which contains the solution. I included it for players having problems working out the correct sequence.
