In north Texas we would get a good snow about every other or 3rd year.
In NYC the main question is if it's going to be an early or late snow.
I was lucky to be in the south part of Japan, in Nagasaki, when it had the first snow in a generation, I think in 30 years. They really didn't know how to cope with it at all ... very amusing to me. But the city and valley looked so charming and beautiful with the sparkling white blanket covering everything. I think most people would admit it was worth it.

I drive 45 minutes to work on dry roads. It's 42 miles from my home to work. When it snows in Utah, it takes about an hour and a half to get to work for me. Sometimes I get lucky and the plows were out before I go, but that's 4:30 in the morning, so usually I don't get lucky. :(

Winter tires generally help, and in a country where everyone is clearly way too dumb to see a once in a million snowfall coming and stock up on expensive tires, I can see how problems could develop.
Also, on the topic of snow fucking a country's shit up royally, snow brought everything to a shuddering halt in Vancouver airport this year over christmas. It was an absolute nightmare from what I've heard, glad I got lucky on my trips through.
