Yes, you need to level up your marksman skill quite a bit before you start to hit things much.

Which does make it frustrating at times at low level, but worth persevering with. A good bow, combined with a good marksmanship skill is a great asset.

so, if i level up my bow skill, will it do more damage too (in other words, if i have a weapon that does 1-5 damage will it lean more toward 5 damage)? or do i need a better weapon if i wanna cause more pain?
argh! i'm trying to defeat the thieves guild enemies (canola tong? no...). having a very tough time, i think i'll try to level up a meelee weapon, any suggstions on a meelee that would supplement my marksmanship skill well?

Depends what weapons you would prefer to use. There really isn't any specific weapon class that works best with marksman skill. Probably the best thing to do is look at your other skills. Do you wear any armor? What sort of skills does your character have?
Probably the best idea is to use melee weapons for the weapon class that you have the highest amount of skill in and go from there.
Don't forget that you can always look around for trainers for any skill. Can get expensive, but can be worth it if you need some quick skill boosts.

I think it mostly depends on your bow, but what type of arrow you use can also affect the amount of damage inflicted. Of course, the higher your marksman skill the faster you damage enemies since you can hit them more often.

A quick way to train marksman is to buy the cheapest thrown weapon you can find in large quantities and go out to find some mud crabs. And just throw lots of the daggers (or whatever is cheapest) at it so it will take a few shots to kill the mud crab, however they are really slow so they won't ever fight back and you get a little more marksmen each time you hit. Of course this is possibly more expensive and slower then training via a trainer, however it is more fullfilling and fun. I did this with silver darts and throwing stars on bears (also slow) whenever I was selling a weapon worth more money then the armour in Raven rock had. I used to gain 2 skill points per snow bear (there is one right by the village) by just running circles around it.
