Nah, a completely random noise source would sound like noise at any speed. If the noise had a limited duration, then eventually looping it fast enough would produce a pitched oscillation, but not a continuous stream.

I assume that by "completely random" you mean "uniformly random" a.k.a., in this case, white noise? In that case, I agree. Otherwise I stand by my previous statement, get any sort of distinctive features in the sample and you can make it sound like a lot of things with enough waveform processing.
