As for the price, $1.5 million is a drop in the bucket for major metropolitan centres (Boston's 2005 police budget was $209 million, says Google), especially if the pilot project proves the system useful. If it does, the officers won't need to waste as much time hunting down false leads, which should increase the efficiency of the force overall; arriving earlier to a shooting might also elicit more witnesses or evidence, thus increasing conviction rates.
