It looks less like cel-shading, actually. It seems almost like a layer with solid lines has been applied over a conventionally-rendered shot. Definitely an interesting approach, although I wonder how it scales with distance.

On the vids you can see it's one of the more interesting tricks they are doing. Foreground stuff gets some line work, but after a certain distance the lines fade out and everything takes on a sort of watercolor background look instead.
And, yeah that does look like an Indy comic cover doesn't it. Probably one of the few instances where CG box art has something to do with the game graphics.

Didn't a lot of the long time veteran reviewers who would've actually played at least Ion Storm Austin titles and SS2 act is they had partial amnesia and hyped on as if aspects of Bioshock were new and revolutionary/innovative?

It was somewhat difficult not to fall into the Bioshock marketing hype fest. Especially after watching demo videos with Ken L chatting with you about how amazing the game was gonna be and how serious about it he was.
