Correct me if I'm wrong, but it sounds like you think "shitposting to troll" should be permitted?
IMO it really shouldn't. If you're posting something just to agitate other users you're being a dick and you need a timeout, or an outright ban.

I'm with henke on this one 100%. Dickish behaviour and bad-faith interactions sour a community. IMO it's one of the reasons why TTLG was a shadow of its old self for a long time and is only slowly recovering.

Strawman much? A forum is a place to hang around with others; if several of others behave like dicks, it makes the place less enjoyable as a hangout. You talk about "just walking away", and that's exactly what happened to TTLG for a long time: people just walked away, i.e. they left. Since a forum is basically the people that post on it, having a number of people decide that it's just not enjoyable any more can pretty much kill a forum. Ignoring the dicks only aggravates this.

Most part of the time, they've been and are always contributing a lot. As their trolling was never that "evil", they were more laughing at some narrow-minded people in Youtube or Twitter. Pretty easy to ignore when you are not interested since there were several different chan in the server. Nobody has ever been forced to see it.

The people who occasionally shitposted had been part of the server for a long time and none of the regulars had any issue with it. They either joined in and made some jokes of their own, or ignored it and joined in again when the discussion went back to different topics. The people who had a problem with the trolling didn't tell it to the people in question personally, instead choosing to complain to the server's admin, behind the backs of the people in question. Then the admin chose to side with the people who never posted but complained privately, over the people who regularly posted and kept the server alive.
Now all the active people left the server and made their own, where things go on as they used to and if anyone has an issue with anything someone posts, we just tell it openly to each other rather than going behind someone's back.
The whole thing was a typical example of new people coming into an already existing community with an established dynamic, not liking that dynamic, and trying to change that community by asking the admin to change the rules. So the people who had been most active on the server all left, as we no longer liked the way the admin handled things.
EDIT: And we were fine with how things were - we have our own new server, they have theirs, and none of us felt it necessary to go public with any of this since this was just between our small discord communities. But then NV decides to post about it here for some reason and slander the people from the discord community.

I agree with you guys.
Since politics has become so toxic, I think it's probably better for online communities that have a special interest focus (like Thief modding) to just ban political posts outright. And probably religion too.
