A better game to compare to Blade Runner would be Snatcher. Though I suspect few have played that.
In Fallout the whole world was wiped almost clean by nuclear war. None of that happened in Blade Runner. It's not a world recovering from the apocalypse. More just a slow death of society on Earth due to us destroying the planet bit by bit by pollution, deforestation and wiping out all animal life. I'd call that very different. Snatcher on the other hand is very very similar (to the first movie).

Well, of course it's different, I realise that. It's just close enough in certain places (including very some very overt inspirations and easter eggs) that I thought it would be a fun thing to make it even closer.
