The only thing I can think of is exposing his genitals to the cleaners, but it'd be a pretty dodgy argument - in a reasonable legal system they'd have to prove that he was aware of the person knocking on the door, and that he knew that they had both the ability to enter and reasonable grounds to do so. If they're just knocking on the door, he could well have thought it was a friend, family member, etc - someone who wouldn't have a key. If you're half-naked and fucking a bicycle in that situation, keeping quiet and pretending you're not home would probably seem like a damn good idea.
<b>Edit</b>: Just noticed that the article says he "admitted" it (apparently despite earlier "denying the offence"). I'm not entirely sure whether they mean he admitted intentionally exposing his genitals to the cleaners, or simply that he conceded that the events occurred as described in the article. I reckon it still sounds a bit dicey.

If cleaners unlock a door and go into someone's room, they have to expect a chance of naked genitals surely?
I mean you could be a heavy sleeper and in a hot hotel room might sleep / wriggle out of the covers etc.

Yeah, but that doesn't really apply if the person in the room knows that they're about to enter, and still makes no attempt to cover their genitals or tell the cleaners not to open the door.
