Skimmed through that review, trying to ignore how they slobbered all over the game. (It's IGN, after all). But one thing stood out.
You have to complete Infinite at another difficulty level, before the so-called 1999 difficulty unlocks? Really? Genius. :p

I bet within 5 minutes of the game releasing someone will find an .ini edit that unlocks it from the get-go.

I got a free copy of XCOM out of my BSI pre-order (which, btw, was paid for by some friends of mine) so if you're interested in trying BSI and XCOM out, pre-order and get both.

I seem to recall Ken Levine stating that there would also be a code that you would be able to use at the title screen to unlock 1999 mode.
edit: Yes, it's been confirmed that you can unlock 1999 mode by entering the infamous konami code. According to Levine, this was done so that casual players would not stumble upon the mode by accident and be immediately turned off from the game because of its difficulty.
