BioShock for me is not a disappointment. It's a great game. It's not in the same class as System Shock 2.
System Shock 2 still holds sway over the MANY FPS incarnations, including this one named BioShock.

I have to weigh in on this by saying that anyone who regularly took part in the BioShock general discussion during it's development would know that it certainly was (supposed to be like System Shock 2, gameplay-wise). Just check out Ken's posts in some of the discussions, or the early articles about it (pre-2k buyout and subsequent console-focused development).
It was touted as being the closest we were going to get to a sequel to SS2 (a sequel in spirit that is) and a game that would advance the idea of the FPS/RPG hybrid to a wider audience.
Basically, to many of us, we were expecting (and justifiably so) a game with gameplay similar to SS2, but in a radically different setting with a different story. Ironically enough, the opposite was realized.
