The first time I played I also screwed up, but I realised it sometime in Paris and decided to replay from a save in HK just to get that Power Recirculator.

Synth heart rock on the power recirculator. Power for aug systems is never a problem, there's always enough biocells or robots. The synthHeart boosts all yer aug levels by one! How can saving a little power compete with that? I've never dropped below 10 biocells after aquiring as many.

It all depends on your style. You obviously don't use much augs. For others, we have so much upgrade modules anyway we have filled up on the important ones we need, so further upgrades are not important. Power becomes more critical for us.
