It could be a reference, but I don't think so. I think it's just his surreal sense of humour, the next subliminal message "I live in your eyes" just sounds really creepy and disturbed, which was the idea of the joke - that a peaceful lounge singer starts creeping the fuck out of people because he's so bored.

That's what I thought at first (especially with the "eyes" thing), but the more I thought about it, the more I started thinking about Dr. Who, for some odd reason. I laughed when I first heard it because it sounded so weird, but then I thought it would probably be funnier if I got the reference, if there was one.
