The thing is, most of the "chav problem" is not based in the city centres, which are already heavily policed - it's in the residential areas. When my friend was put in intensive care last week, it was a gang of hoodies in a relatively quiet suburb who did it. And we can't very well put cameras EVERYWHERE can we? So I'd venture that this is intended to give the illusion that people are under constant surveillance, rather than actually being a particularly effective anti-crime measure.

You read it, you find yourself OUTRAGED.
You are OUTRAGED about the state of the nation, the government, the world, political correctness and OH GOD IT'S ALL GOING TO THE DOGS, THIS WOULD'VE NEVER HAPPENED UNDER THATCHER. In this case, it's almost LOOK WHAT THINGS HAVE COME TO, TO WHAT WE'VE HAD TO RESORT mixed in with a flavour of CAMERAS ARE NO SUBSTITUTE FOR A FIRM HAND DURING CHILDHOOD.
People love this, that's why it's so successful. It gives you something to get your blood up about, whether or not you agree.
But the fact that that's what they're consciously trying to do seems to have worried away it's actual immediacy, for me at least.

Not really. That is, not all chavs are hoodies, although hoodies are probably considered part of the chavvy underclass.
Hoodies are just gangs of unruly kids who hang around off licences pestering you to buy them cheap cider. They get the name "hoodies" because they wear hooded clothing (to protect their identities when they beat people up/go thieving/etc).
