I think they realized that continous mods releasing might become slightly boring even for the true faithful Oblivion players. They wuld soon need not only a new storyline but the wholew new plot and atmosphere. SI has it alright, but is still very similar to the main game.

They said it was "the only expansion we have planned"... and when the game came out, they said they had none "planned". So unless they actually give a definitive "No" it doesn't mean too much. Not that I'm expecting another.
I do have to comment on: "I guess we're shy about having someone else start making content."
Guess they don't know the mod community exists :p

Awesome, I was afraid those features wouldn't make it in. I don't think I could handle a new Fallout game that made me walk back and forth over the same path repeatedly while looking at bland lighting.

It's possible this meant that they aren't keen on contracting another developer to work on an official expansion. Obviously they know about the mod community, but it isn't necessarily relevant in the business decision to put together another expansion.
