Thanks, I know the mod. I'm wary of mods that "fix" gameplay "issues," if you know what I mean. I still remember my super uber character from Morrowind that could kill anything with two sword strikes and constantly regenerated his health like nobody's business. I'm only level 17 now and already I'm pretty damn uber. Although I think the early acquirement issue is a pretty bad one, and a mistake on the designers parts even, I'm not sure that mod does the right thing in turns of maintaining balance. Just my opinion of course. Perhaps if they made these leveled item quests a LOT more difficult. Almost impossible for low-level characters to beat, but the reward was always the same regardless of level. That would be a more natural way to discourage low-level players from acquiring super gear too early.
It's funny, as I complain about "balance" in Morrowind and already worry that I'm becoming too powerful for my level in Oblivion, and remember how awful it was in Morrowind when I became invincible, I'm nonetheless obsessed with becoming super in Oblivion. I work very hard at it. These gameplay decisions, bad or not, seem to keep me honest. Modding the game to make things easier is just a line I won't let myself cross.
Now if somebody made that mod we were talking about, that let patrol guards hold their own with wisps, I'd install it in a second. It makes me so sad when they die.

I was just about to post a thread asking were is the best places to look for great loot (I always go into dungeons only to get nothing better than a varla stone)
The best I have is:
Ring of the Gray

A few Attribute fortifiers aswell as 60 ft life detect.
As well as some helmet that fortifies personality by a heck of a lot. [spoiler]Got it from a shrine quest were I gave the statue Umbra's Ebony Sword. However I wish I had kept the sword. :erg: [/spoiler]

Almost everything in the game is based on level. Quest rewards, dungeon contents, you name it. There's a list of a few useful any level items in the low-level thief hit list thread in the spoilers forum, but there isn't all that much there, as there just isn't that much good, non-leveled loot in the game.
As for loot, my personal favorite piece is the absurdly named 'mundane ring', which makes a breton completely magic immune with one piece of equipment. I've got a manor full of various stuff, but none of it is really quite as ridiculous as that one.
Other then that, there's fin gleam, which is a glass helm with waterbreathing and night vision available at any level. Not a bad little find.

I guess this is possibly a spoiler question but do you ever actually need water breathing in Oblivion? It was often quite useful in Morrowind, but so far in Oblivion ... nothing. I came across ONE dungeon that had a sunken section (the door message said "Hold your breath") but it had plenty of air spaces near the roof and the section was quite small anyway, no need for deep exploration at the bottom. I found ONE single clam with a pearl in it but never found any others in Cyrodill's various lakes and rivers. Even if there were, pearls are so cheap and near-worthless they're not even worth the time to look for them.

I've come aross two quest that requires water breathing. The master Alteration trainer wants you to stay underwater for 3 hours and the 'Dream Rescue' quest in Bravil, but you're given water breathing potions Plus I've come across a few caves that have submerged bits, but nothing you couldn't do without waterbreathing.

I haven't found anything that it's really really useful for. A quest here and there where it's minorly helpful, but it's never been absolutely neccessary.

I'm not sure what to think of Oblivion's leveled system. On the one hand it's nice to keep us honest and things in balance, on the other it totally sucks that if you do a quest too soon you get a sucky piece of equipment forever. I don't have a better solution though.
Man, I didn't even know about the ebony sword on the roof or the chameleon ring.
First thing I'd go to is the Dren plantation to get my ebony/daedric armor and a daedric dai-katana. Was pretty ridiculous.
It's kind of dissapointing that they put most of the items in this thread in the game. They were doing very well(compared to morrowind) at limiting how invincible you became. but with races like breton and rings like mundane(I've found three thusfar =P), it negates the whole limitation factor.
People should be allowed to think about their characters and engineer them to be like mine without becoming immortal.

I'm surprised you didn't know about the ring. The pair wait right on the road (in the northwest someplace) and the girl comes up to you forcing a conversation and asking for help. They're hard to avoid if you're ever on that road. As you talk to the girl you can see a strange hazy chameleoned figure waiting some distance off, very easy to miss if you're not looking for him. Creeped me out big time when I first encountered them. It was just so not right.
As for the ebony sword, now that I remember I think the chest holds an ebony weapon. You sometimes have to reload to get the sword specifically. But there is a secret chest on top of an isolated peak someplace that holds an ebony sword always. Never found it but heard other people talk about it.

There's a bandit cave on the road from the Imperial City to Bravil that very reliably contains the best equipment and loot you can get at your level. I always stop by and see what new goodies it contains. The bandit leader is in the second map at the end of a long dead-end tunnel behind a locked door and he's always wearing something quite nice, plus the chest in there is guaranteed to hold something nice too. I can't remember the name, sorry. But it's just off the road (to the left if you're heading toward Bravil) and there's a short bridge across a small stream just before the door. I think it's at the point where the road makes a major jag to the south. You'll see the little bridge easy from the road and there's always a nasty or two hanging around outside.
Sometimes I'll raid the fort across the road from Pell's Gate. The Bandit leader has some nice things, but not as nice as the other cave.

Maybe because it's an amulet in the unmodded game?
As for places to loot, try Rockmilk Cave, a bit east of Border Watch/north of Leyawiin. Has plenty of Black Bow Bandits and Marauders, a few ringleaders too. And you can wait for a while for them to finish each other off and clean out the survivors.
