Nope, that's not it. If the guard quote i mentioned isn't in any of the canon games, the it has to be in T2X, cause i never played any fan missions, except for that campaign.
And to avoid derailment:
A patrolling pagan in TDS says goes - "Tonight, i bes the Owl. Hoo, hoo!" - There is a warning/threat to hammerheads in the same line too, but i don't recall the wording. Anyway, it goes very nicely with Benny's little "Lol i maed sum owl soundz" quip, which i won't quote here since everybody else already did.

I love another quote made by a male Pagan guard, after he gets startled for a while and finishes listening more closely : "Hm... Well... Maybe I just bez a little squirrely..." :laff: Cute. :)
Recently, I also heard a funny quote from one of the two Kurshok guards in the hall flooded with water (where the statue with the torch is). Both of them were looking for me and the first one said to the second, "You splash quiet, I count his noises...", or something in that vein. Apparently giving him some tips for searching strategy, hehe... :laff:

I'd say the Hammers wouldn't have a problem with the City Watch if the police would act as aggressively as the Hammers wished them too. I could not find anything like your Hammer quote, there, but I think this is what you probably heard:
