Ok, You can't become a Vampire if you are a Werewolf - as in have the disease.
Now, find a Vampire and let it hit you until you contract Porphyric Hemophilia. Of course, if you have done up to where you are cured of Corprus in the Main Quest, you will have to cast a high weakness to disease spell on yourself, since you have 100% immunity to disease.
After a few days, you will become a Vampire.
Vampires seem to like some Ancestral Tombs, so have a look in some of them.
Molag Bal isn't a myth - he's a Daedra Prince. You don't actually meet him, but he will give you a quest if you find the right Shrine in Morrowind.
You can see what he looks like by summoning him in Daggerfall.

Click on vampires in Vvardenfall or scroll down to it.
You can't become a vampire and a werewolf unless you use Hircine's ring. But as a vampiric werewolf you only keep the special strengths(weapon resistance) and special weaknesses(sun damage), and since the strengths of vampires are in the stat boasts which you don't get to keep than it is a bit weak, but nevertheless fun.
