Are there bandits NE of Balmora? If so, what are there names? I am not sure. I got a note from Ernil on one a corpse nearby, so I might have done it already. I thought they were in a place called Adamastarus.
I haven't found such a place. Where is it exactly?

hmm....i think that is a cave very close to Balmora, just circle around the outside of town till you find a cave kind of hidden by a big mountain. Im not entirely sure though, it has been since the first character i ever created since ive been in there.

MaxSkills is correct. It's hard to get around the mountain to get the thieves. Go northeast, cross the foot bridge over the gap near the egg mine(s), go right (east) until you reach a hill or small mountain -- they'll be just on the other side in a cave. You can walk around the mountain to the left but that is the long way, as it's much easier to fly over.

The cave Addamasartus is few ward NE of Seyda Neen. In the cave has you enter there is an NPC, easy kill. After you pass the door to your right there is a mage, and an other NPC. Hope this help.

I agree with Kharhall, Addamasartus is NE of Seyda Neen, near the silt strider port.
