I created a Dunmer and started my quests with the Mages Guild in Balmora.
I received a quest to get some guild dues from Manwe in Punabi and to make Llarar in Sulipund. After getting lost all over the area north of Marandus, I found Sulipund first. Talked to Llarar who started his conversation with about 23 rep... needless to say, he said no. I took my sword to him, robbed him blind and headed out to find Manwe.
Finally found Punabi, spoke to Manwe and she told me to go pay the dues myself. After freshly killing someone, I didn't have the heart to try and slay her where she stood, so I walked deeper into the cave and found a few other people milling about. After each conversation with one of them, they immediately attacked me. Is this normal?
Now when I talk to someone outside of Balmora near Marandus they all want to kill me. Even some Dunmers in Marandus speak to me once and then start screaming.
Any suggestions?

don't worry! The guy who you are to collect dues from are the only mob not hostile in the dungeon! The other things(daedras and atronachs) are agressives...
However - through persuasion it is possible to get both the dues and the other guy to join!
As for Marandus - it's a dunmer stronghold, and most people at those strongholds are attack on sight! So you haven't done anything wrong... except that the quest could have been solved more elegantly :)
