It's the daedric shrine outside of suran. At the end (as far as you can go) is the Statue of Molag Bal and under it there's a table with some glass stuff. But a woman is standing next to it and she doesn't attack me (the only one in the shrine who doesn't). Her name is Derar Hlervu. Is she a part of a quest and will there be a problem if I kill her?

Btw, IIRC it's not a Thieves' quest, it's a Temple quest; you need to cure her of her illness.
