Well I can certainly imagine worse, but it is bad. And when it gets really short, you run out of options real fast.
I'm going to have a crack at tidying it up, and if it still looks crap then it's time to grab the clippers and pray that I don't look even more ridiculous with the not-bald-but-not-far-from-it look. You don't really know 'til you try, unfortunately...

I say live with it for the time being. It's the ass end of Winter, shaving your head will only lead to you suffering even moreso than your normally would out in the cold.
I'm going through the same thing at the moment. I went to someone other than my normal barber, and the guy gave me a cut that's somewhere between a military high and tight and a mohawk...with a tiny bit of my bangs left hanging over the very center of my forehead. It's a horrible haircut, it makes me look like I'm balding. But I'm gonna deal with it and shave it during the summer because it's too damn cold out to go shorn.
Just wear a cap or a beanie in the meantime.
