When I went looking for the Bearclaw Helm I went by Sanctus Shrine and talked to Lirala in the shack. Was that the person I wasn't supposed to talk to? If so can I now not get Azura's star?

Nevermind, I got Azura Star and trapped Vivec soul in it. But something stupid, even though my enchant skill is at 100, I am not being able to make really powerful enchament items. The soul gem get destroyed. I don't want to loose Vivec's.

If you're using Vivec's soul to enchant something, it's best to go to a professional enchanter, as they have a 100% chance of success. That's the one soul you don't want to lose.
Incidentally, what good items have people made with Vivec's soul? I'm still trying to figure out what I want to do with it.

I used Almalexia's soul, but they're close. I made a sword with fire damage on strike. This is one of the better ways to go if you're going for power (CE items using their souls is wasteful.) I used a sword from a mod, but you can try the Daedric Dai-Katana. Not sure about the enchant value on it.
