I'm trying to get pass the goblin who will only permit gemstone dealers. I've got a gem, the gemstone pass and the unsigned authorization slip but who will sign it? Where can I find him?
And what gift would satisfy the troll?

a goblin you set free from the cells will sign it for you - polsius, i think his name was & if you've released him, he should be at the bar.
the troll wants a book with pictures.

Yes I remember freeing him but... where's the bar? I do't recall seeing it at all.

when you leave the goblin dungeon area & go the area with the bunch of dead guards laying around a castle-sort of place (up the stairs outside of the room where you found the unsigned authorization) - the bar is down one of the tunnels off to the left over there (think it's the 3rd tunnel on your left after entering that level if i remember right)

Those guys are just trolling you for the permit.
Once you freed Polsius...
Check the blue oyster bar in the human outpost.

Polsius is located at the tavern that is in the cavern closest to the large barred door next to the Human outpost. You come across it near the start of the game. You can follow the spider caves from Arx entrance to get to the human outpost then simply explore towards the large gate you see.

*Greu moved away from the other trolls because he did not want to mine for the
goblins. Unfortunately, Greu has no friends, and is very lonely. Today's his
birthday, and he wants you to seek out a birthday present for him. His friend,
Burwaka, might know what to get.*
So, head out to the troll kingdom. If you're not sure where you're going, play
through the main quest to the game, then do this side quest when you feel like
it. Enter the troll mines, and search the tunnels for a troll named Burwaka.
He'll tell you that Greu would probably like a picture book full of images from
the outside world. Now, go back to the city of Arx, and visit Sister Chinkashh
in the castle library. Speak to her, and she'll tell you that she has just the
book. Once she hands over the book, go back to Greu, and combine it with him.
For your reward, you'll receive a troll's amulet which will make you a friend
with all trolls. You also get some XP along the way as well.
