Well, i forget his name, like Nileno or something, but you need to find the "secret area" in the storage area of the Arena.
If you find the storage area, there will be a room with some lockpicks and a book (raises security) and there will be a hatch leading down. that will lead you to the Morag Tong HQ.

If you are joining, their is a small alter with a preist, right before that room their is a man who gives you a quest for Mephala to poison someone with bitter petals.
I suggest doing it because the quest gives you the Ring of Khajit, which is very nice for low levels. Hell it's nice for high levels when you are cliff hoping and want to avoid Racers.
