Hi i have the problem where the neverine doesnt show in the box. its fustrating that i cant do anything about it.
one thing im left to do is open the construction set and edit the dialoge myself where i take all topics from the 'neverine' topic and place it into a less useful subject 'hospertality" but i dont want to start doing that unless there might be another way around it. dont want to purposly bug my own game.
is there ANYTHING to counter this. i dont want to restart my game.

The necessary filtering condition is a journal entry from Azura upon receiving the Moon-and-Star. Presumably you have done that. In order to advance the quest from the topic 'Nerevarine' Kaushad's disposition needs to be at least 75.
There is no indication of a problem in the construction set and I have just set the conditions for the quest and successfully tested it in-game. Since the previous posts are from the months following the release of Morrowind I wonder if this is a problem in un-patched Morrowind. Have you patched your game (or subsequently installed Tribunal)?
Are you running any mods? Perhaps a mod has altered Kaushad's dialog and broken this quest.

Make sure that you did all the prerequisite quests. Before the AshKhan will talk to you about Nerevarine, you have to do soemthing for him first.
Make sure you don't have any mods running that alter those NPCs. Otherwise the dialogue of those might be broken.
If the trigger for this dalogue topic is indeed a journal entry, you could enter that manually via a console command.
I would guess though, that you simply forgot to do one step or another in that quest and that that'a the reason you're stuck (and not a bug).
I can't remember encountering any trouble myself in those quests...
