I have an 1100Mhz Athlon and a GeForce 4 Ti 4600, without tweaking or overclocking I get 7600 3D Marks.

Arx runs great on my box.
1.4 Ghz Pentium 4
640 MB RDRAM (800 MHz)

The RAM and gfx card were installed by me for a grand total of under $300 (I use newegg.com as my vendor). I get about 7800 marks on 3D Mark 2001 with this set up. The damn P4 is 'necking it, maybe some day when I'm rich I'll get a new chipset and an Athlon XP 2200. Er...I'd have to get DDR memory too, then...

$300 is the price for EACH of these components, not BOTH.

You can buy a Sparkle G4 Ti4400 for around $US 150. However, I've heard of a couple of horror stories from people with sparkle cards.

The RAM cost about $85 USD from Newegg.com. With RDRAM though, you have to install chips in pairs, so I guess it was really around $350, but it all came out of my good old savings account.
EDIT: I forgot to mention that Newegg.com is very, very reliable and all the orders I have made have shipped the next day.
