So are the artifacts/unique items the same in Oblivion as in Morrowind? With Umbra and the Spear of Bitter Mercy and whatnot? I found the Tamrielic Lore book again in Oblivion, and it seems pretty much the same as the one in Morrowind, but I have yet to run into any of the artifacts listed. I've been using the honorable blade of chorral for a reaaaallly long time, and I'm trying to find a good artifact sword, but so far no luck.

Some of the items described in that book are in Oblivion but not all. And it is the excact same book as in Morrowind.
Both Umbra and Goldbrand are in Oblivion.

So far, every artifact I've found has come from a daedric shrine quest.

I'm not sure if there are any artifacts that can be found outside a daedric shrine(not sure).
There are plenty of very powerful quest items(eschudan of chorrol, 35% reflect damage), that aren't associated with daedric shrines.
The spear of bitter mercy isn't in AFAIK.

OK, you just confirmed one of my suspicions. Some quest reward items are leveled too. I did that quest early, and mine is only 10%
