It's hard to notice it, because it can be easily confused with one of the visual effects from the green goo, but I've also found it there on both games I've played.

So some artifacts are always in the same place each runthrough while others get formed randomly near anomalies?

Well, I've only played the game through twice, so I can't say that for sure that some artifacts are always in the same place. But there were many of them which I found in the exact same place in both games. The Mica in the Wild Territory is one of them. The Urchin in the undergrounds at Agroprom is another one.

Some are preplaced, some are random spawns, yes.

You know, now that I think about it, I never went underground in the Agroprom area, could explain some artifacts that I haven't encountered. I didn't find Urchin until I found a stash in a car in an abandoned village in the military warehouse areas.

You had to go there at some point. In fact, you have to go to those undergrounds at least twice during the game. Perhaps you just didn't go to the room where the Urchin is.

Unless Agroprom has underground labs, I have never been underground. I just went there, straight to the military base and then got the hell out of the area after I had the documents.

I'm referring to the Agroprom area, not to the Agroprom buildings specifically. It has the sewers, which is what I refer to as 'underground', and you have to go there at least twice during the game, if you want to follow the main plot of the game.

Actually I'm not sure if you do have to go to agropom underground ever. It's part of a side quest but not something trader, barkeep or the scientists ever tell you to do. If you can get to pripyat then I'm sure you can complete the game without going there. This also means you will have more reason to replay the game.
