I was under the impression that for armour ratings, the higher it is, the better it is, until I saw a iron gauntlets with armour rating of 1. So what is it? Is it the higher the better or the other way round?
Also, how does block works? I have it as a minor skill, and I have a chitin shield equiped, but I never seem to successfully make a block, ever. The zero progress in block confirm my suspicions. So how do I get it to work?

Block is an automatic skill, it will work or it won't. You can not block when using two handed weapons or fighting hand to hand.
Armor ratings use your skill (out of 100) as a percentage for the overall effectiveness of your armor. So if you are trained to 50 in light armor, but only 5 in heavy, then iron gauntlets will list as armor 1 when you mouse over them, while glass gauntlets would list as 50.

What about glass boots at 150, my armour rating went up by 9. My skill is light armour and that was the first 'goody' that really made me happy.

An oddity in how Morrowind handles armor is everything is a percent of your max. Only 40% of a cuirass' armor value actually goes towards your max ac, and 10% for everything else. So if you have a 100ac noncuirass armor piece, you'll only get 10ac from it, and that's if your armor skill for that type was at 100. Pretty odd way to handle it. Normally if you want certain pieces of armor to account for more of your total ac you add a muliplier to it, not some odd hard to calculate percentage. It would also seem that helmets should get a armor bonus, but they might have left that out for people who don't want to wear helmets.
