Steamworks as DRM is a joke, yes. It is often chosen as the lesser of evils when it comes to "Jack of all Trades" social middleware. Steamworks middleware offers a proven MP infrastructure for with support for dedicated servers, matchmaking, P2P hosting, a very effective anti-cheat solution (provided that it's implemented properly), gamer party communication, etc.
Publishers also often favour Steamworks because the middleware has a DLC delivery system, similar to that on the consoles - connected to an online store with a large customerbase. Eg this would be the chief reason why the likes of a franchise that's influenced by a lot of post-launch DLC purchases, like Call of Duty, would favour the middleware.
Controlling release dates is also very important to publishers, Steamworks has often been used to do just that.
