If you meant Bioshock Infinite you could have fucking said so. The two settings are barely even superficially similar, and you're a moron if you think they are. Here's the thing about communication: you have to be specific when talking about something that shares a name with something else. This goes for any language, not just English, so I have to assume you're just a social basket case and expect everyone to just read your mind.

buying a retail version of a steam game does not mean you have to dl the game via steam, it is ALREADY on the game disc. steam is being used for DRM and updates in that case. anyways a game can have steamworks and STILL be released on other platforms/digital outlets, just without the special steam functionalities. and who needs achievements anyway.
