Depends on what you mean by "quality". There are 100s of Thief FMs, how many are "quality"? How many live up to or surpass the originals? I know the tech is easier to use, you've said that, so the point isn't how easy it is to make maps. I'm talking about the subjective "quality" of them.
I'd agree that there might be 3 FMs a year that are "industry standard quality" but I'll bet there would be a lot of other maps that are great fun.

Quality is subjective, but for me I would argue it's a combination of physical map design of quality equal or greater to that of the OMs, and an avoidance of bad design decisions -- outside of amateur mistakes like forgetting to place a key or whatever, there's also the issue of leaving the player wondering "what the fuck do I do now?" An OM example would be Thieves' Guild -- I almost always forget the key locked away under the firepit in one of the lieutenant's quarters. There isn't enough of a clue that I should look for the key there, and it's a pain to go back when I inevitably do remember.
Dracula Reloaded is another example. The first map I got through just fine. The second map I gave up after two hours of faffing about in the first area because there just flat out didn't seem to be a logical way to continue.

Thing is, the high quality ones are the only ones that matter. If you want levels for Dishonored that are well-laid out/fun, but look like a ten-year-old POS, then why not just make them for Thief?

It's more that it's not worth the investment of time and money on Arkane's part to release fan ready mod tools because the complexity of creating Dishonored fan missions is so high that they'd end up about as niche as the Mirror's Edge fan mission community, thus having no effect on the continued maintenance of Dishonored in the public consciousness.
