I've been trekking around looking for one to tidy up the Fingers of the Mountain quest, but so far no luck finding one in any of the Ayleid ruins I've searched. Is it because I is level 5?

Nope, you've just been incredibly unlucky.

Welkynd Stones are the small blue glowing crystals you see on pillars.

Welkynd stones are one of the few things that aren't levelled loot. They're typically sitting on stone-holders (for lack of a better term) on top of pillars. They may be within easy reach. They may be up high so you have to figure out how to get them down. Occasionally they're just laying on the floor. As mentioned before, it's sort of pineapple shaped and the top part glows blue.
The ruins that you see directly across the lake the first time you exit the imperial sewers has a bunch of Welkynd stones, along some other goodies.

I got the best tip about those from a bandit journal: Use your bow or another ranged attack to knock them off the pillars.
I'm so used to games not letting you do something sensible as that it just never occured to me...
edit: sensible, not senile! :laff:

I was deliberately avoiding telling him how to get them down, but you spilled the beans already, so here's some options:
1) Use a bow/damage spell to shoot them down
2) Throw something at them to knock them down.
3) If one is close to a wall where #1 might knock it behind a pillar where you can't reach it, hit the wall behind it with a Fireball (or similar spell) to blast it toward you.
4) Grab it with Telekenesis. Easy.
5) Fortify your Acrobatics/Speed and do some jumping.

It appears that I'm so used to games having fixed light sources that I didn't think to check the glowing items on the pillars.
Back to Wendir then ...
Many thanks!

I figured out I can use my bow by myself. I felt pretty proud. If it's against the wall and it might fall behind the pillar, you can also shoot at an angle (get right up to the wall, to the left or right of the pillar).

Personally I prefer the "fireball against the wall" method because it's fun to blow stuff up and watch it sail across the room. :D
