Morrowind, Tribunal and Bloodmoon all take place in that particular area, so you'll have to play those games if you want to go to that region. The Dark Brotherhood assassins are shown in Tribunal, though you can only (In my experience) join the honourable Morag Tong Guild in Morrowind - If you find them, that is ... ;)

there is only 1 available for oblivion, nothing can get you to anywhere else(except a huge mod maybe......)

[SPOILER]BTW, I had carelessly taken a nap in Cheydinhal, and one of them came to me at night with all that stories of their Dark Brotherhood and offering me to join them by killing some guy. I didn't agree but didn't accept it, either. I chose "keeping silense" and he gave me that knife and was gone... Now I wonder if I have to complete that quest somehow or can leave it as it is? I mean, would they chase me or something if I refuse to complete it? :) [/SPOILER]

Nope. You can postpone it indefinitely. However, if you complete the quest, you will join the Dark Brotherhood. It's pretty fun.

If you don't finish the quest, the DB will never bother you again. If you don't mind being the "bad guy", the DB has the most interesting and amusing quests in the game. And some great stealth-related rewards.

I really wasn't too fond of any of the rewards. The Shrouded Armor is really, really cool, but you get that as soon as you join up. Still, I agree that the missions are more than entertaining and definitely the most thought out, if a bit easy to accomplish. You must complete missions in a specific way to earn a bonus--so long as you're remotely skilled in thieving, you're pretty much guaranteed success for your bonus.
