My patron tell me to ask for a vote of the other councilors but this option doesn´t appear in the dialog box of them.

Hrm... the "get support from other councilors" bit is only for getting Telvanni Hortator; for getting Telvanni ArchMagister, all you need is the rank 'Magister' and to kill Gothren.
