Well, GBM did start that "tips" thread, that I proceeded to turn into a (
http://www.ttlg.com/wiki/wikka.php?wakka=T3edTips) wiki page. It's the nearest to a faq type thing so far.
Perhaps a streamlined "Follow these steps to find out what you need and avoid annoying people" document, not so much "rules" as "sage advice".
A newbie-question thread doesn't sound like such a bad idea,
mol, the question is whether anyone would actually use it ;)

I, for one, would use such a thread. I'm also new to level design (other than playing around with Dromed a little) and I have a few questions that I don't feel are worth cluttering up the forum. What I'm concerned about is whether or not the more experienced designers will bother reading the thread. :erg:

Well, us moderator dudes will (probably). Besides, I think there are plenty of helpful souls frequenting the forum...

To answer your question directly:
At this point I seriously doubt anyone is working on that. Why?
1st of all the already mentioned thread has some reports of problems with copy paste level content.
2nd there is a level size limit. Thief 3 will crash if your level is above 7 MB.
So unless someone discovers how to bypass this 7 MB barrier there isnt much to be done to combine the levels.
Personally, I suspect load zones are here to stay as much as they may break the level.
